Holders above the proposal threshold submit an on-chain proposal.
Token-weighted vote (For / Against / Abstain) over a fixed window; quorum required.
Passed proposals wait in a timelock — visible to everyone before they take effect.
After the timelock, the multisig executes the on-chain action.
Set the share of treasury deployed to each liquidity pool (Stable / Coin / DEX) and the reinvest ratio.
Approve the staking emission schedule from the rewards allocation and the claim cadence.
Confirm milestone M1 (entity + MSB) is met and authorize the corresponding escrow tranche release.
